A metodologia adotada foi a pesquisa documental, por meio de levantamento de documentos oriundos do governo federal, analisados &#224; luz da literatura atinente a tem&#225;tica. Nota-se que, historicamente, o planejamento educacional brasileiro &#233; marcado por intermit&#234;ncias de ordem pol&#237;tico-econ&#244;mica. A aprova&#231;&#227;o da Emenda Constitucional n.&#186; 95 de 2016 sinaliza percal&#231;os no alcance das metas e estrat&#233;gias dos planos decenais de educa&#231;&#227;o, haja vista reduzir os investimentos p&#250;blicos, de modo geral, nos direitos sociais e, em particular, na educa&#231;&#227;o. ]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT  The objective of this study is to examine the Brazilian educational planning, especially the National Plan of Education (2014-2024), regarding the limitations that are presented to its concretion, in front of the recent approval of the Constitutional Amendment n.&#186; 95 of 2016. The methodology used was documentary research conducted through survey of documents originating from the federal government, analyzed based on the literature that approaches the studied subject. It is noticed that, historically, educational planning in Brazil is marked by intermittent political-economic order. The approval of Constitutional Amendment n.&#186; 95/2016 reveals obstacles to the achievement of the goals and strategies of the 10-year education plans, with a view to reducing public investment, in general, in social rights and, more specifically, in education.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN  El objetivo de este est&#250;dio es examinar la Planificaci&#243;n educativa brasile&#241;a, especialmente el Plan Nacional de Educaci&#243;n (2014-2024), en lo que se refiere a las limitaciones que se presentan a su concreci&#243;n, frente a la reciente aprobaci&#243;n de la Enmienda Constitucional n.&#186; 95 de 2016. La metodolog&#237;a utilizada fue la investigaci&#243;n documental realizada por encuesta de documentos del gobierno federal, se analizaron en base a la literatura que se ocupa del tema estudiado. Se dio cuenta de que, historicamente, la planificaci&#243;n de la educaci&#243;n en Brasil est&#225; marcada por destellos de orden pol&#237;tico y econ&#243;mico. La aprobaci&#243;n de la Enmienda Constitucional n.&#186; 95, de 2016 revela retrocesos en el logro de los objetivos y estrategias de los planes decenales de educaci&#243;n, con miras a la reducci&#243;n de las inversiones p&#250;blicas, en general, en los derechos sociales y m&#225;s concretamente en la educaci&#243;n.]]></p></abstract>
