<self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_arttext&amp;pid=S1809-43092015000100227&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_abstract&amp;pid=S1809-43092015000100227&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_pdf&amp;pid=S1809-43092015000100227&amp;lng=en&amp;nrm=iso"></self-uri><abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Este artigo discute, em tra&#231;os gerais, a emerg&#234;ncia do sistema educativo mo&#231;ambicano, fen&#244;meno ocorrido logo ap&#243;s a independ&#234;ncia nacional do colonialismo portugu&#234;s, um processo que contrap&#244;s a depend&#234;ncia colonial e o elitismo escolar, causas do subdesenvolvimento do pa&#237;s e das pr&#225;ticas educativas aos mo&#231;ambicanos. Isso sedimentou uma educa&#231;&#227;o mo&#231;ambicana baseada na participa&#231;&#227;o da popula&#231;&#227;o no sistema educativo pela viv&#234;ncia democr&#225;tica, entendida como democratiza&#231;&#227;o do acesso, do saber e das rela&#231;&#245;es na tomada de decis&#245;es sobre a escola. Em termos metodol&#243;gicos, foram utilizadas abordagens qualitativas do tipo estudo de caso natural&#237;stico associado a v&#225;rias t&#233;cnicas de investiga&#231;&#227;o, tais como: an&#225;lise documental da legisla&#231;&#227;o sobre o sistema educativo e entrevistas feitas a alguns diretores de escolas. Tal fato levou-nos a reconhecer que, a partir de 1983, essa pr&#225;tica tradicional de participa&#231;&#227;o ativa no sistema educativo - a qual era praticada pelas iniciativas populares locais, designada, tamb&#233;m, pela autogest&#227;o -, ficou dilu&#237;da com a regula&#231;&#227;o do Estado na cria&#231;&#227;o da pol&#237;tica educativa pela Lei 4/83.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[This paper discusses, in general terms, the emergence of the Mozambican education system, a phenomenon occurred shortly after the national independence from Portuguese colonialism, a process that opposed the colonial dependence and school elitism, causes of the country's underdevelopment and educational practices to Mozambicans. This sedimented a Mozambican education based on public involvement in the education system by democratic experience, understood as democratization of access, knowledge and relationships in decision making in relation to school. In terms of methodology, we used qualitative approaches such as naturalistic study case associated with various research techniques, such as: document analysis of the legislation on the education system and interviews with some school principals. This fact led us to recognize that, from 1983, this traditional practice of active participation in the education system, which was practiced by the popular local initiatives designed also for self-management, was diluted with the state regulation in the creation of the education policy by Law 4/83.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Este art&#237;culo discute, en l&#237;neas generales, la emergencia del sistema educativo mozambique&#241;o, fen&#243;meno ocurrido luego de la independencia nacional frente al colonialismo portugu&#233;s, un proceso que contrapuso la dependencia colonial y el elitismo escolar, causantes del subdesarrollo del pa&#237;s y de las pr&#225;cticas educativas a los mozambique&#241;os. Eso ha sedimentado una educaci&#243;n mozambique&#241;a basada em la participaci&#243;n de la poblaci&#243;n en el sistema educativo por la vivencia democr&#225;tica, entendida como democratizaci&#243;n del acceso, del saber y de las relaciones en la toma de decisiones sobre la escuela. En t&#233;rminos metodol&#243;gicos, se han utilizado abordajes cualitativos, del tipo estudio de caso natural&#237;stico, asociado a diferentes t&#233;cnicas de investigaci&#243;n, tales como: an&#225;lisis documental de la legislaci&#243;n sobre el sistema educativo y entrevistas realizadas a algunos directores de escuelas. Ese hecho nos ha llevado a reconocer que, a partir de 1983, esa pr&#225;ctica tradicional de participaci&#243;n activa en el sistema educativo - la cual se practicaba desde iniciativas populares locales, designada, inclusive, por la autogesti&#243;n -, result&#243; diluida debido la regulaci&#243;n del Estado con la creaci&#243;n de la pol&#237;tica educativa por la Ley 4/83.]]></p></abstract>
