Para tanto, o estudo qualitativo recorreu à análise bibliográfica e documental, em busca de relacionar as transformações que ocorreram nas últimas décadas do século XX e o contexto atual, o que forneceu elementos teóricos e empíricos que auxiliam na compreensão desse cenário e o processo de produção de consensos no campo educacional. Os resultados apontam para a construção de uma agenda educacional global, atrelada aos interesses neoliberais e neoconservadores. No Brasil, identificaram-se ofensivas direcionadas à Educação Básica pública. Conclui-se que, na medida em que se converte a educação em mercadoria, esta deixa de ser um bem social e direito de todos e passa a figurar como bem individual, a ser acessado pela condição econômica, por mérito e por esforço pessoal.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This paper discusses the origins and advances of neoliberalism, globalization and neoconservatism at a global and national level and its implications for the formulation of public policies directed to the Brazilian Basic Education. To this end, the qualitative study resorted to bibliographic and documentary analysis, seeking to relate the transformations that occurred in the last decades of the 20th century and the current context, which provided theoretical and empirical elements that help in understanding this scenario and the production process consensus in the educational field. The results point to the construction of a global educational agenda, linked to neoliberal and neoconservative interests. In Brazil, offensives targeting public Basic Education have been identified. It is concluded that, as education becomes a commodity, it ceases to be a social good and the right of all and it starts to appear as an individual good, to be accessed by economic condition, merit, and personal effort.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen Este artículo problematiza los orígenes y los avances del neoliberalismo, de la globalización y del neoconservadurismo en al ámbito mundial y nacional y sus implicaciones en la formulación de las políticas públicas dirigidas a la Educación Básica brasileña. Para ello, el estudio cualitativo recurrió al análisis bibliográfico y documental, en la búsqueda de relacionar las transformaciones que ocurrieron en las últimas décadas del siglo XX y el contexto actual, lo que proporcionó elementos teóricos y empíricos que auxilian en la comprensión de este escenario y el proceso de producción de consensos en el campo educativo. Los resultados apuntan a la construcción de una agenda educativa global, vinculada a los intereses neoliberales y neoconservadores. En Brasil, se han identificado ofensivas dirigidas a la Educación Básica pública. Se concluye que, a medida que la educación se convierte en una mercancía, ésta deja de ser un bien social y derecho de todos y pasa a figurar como un bien individual, al ser accedido por la condición económica, por mérito y por esfuerzo personal.]]></p></abstract>
