Objetiva analisar como o PAR contribui para melhoria de &#237;ndices educacionais. Numa abordagem qualitativa, realizou-se entrevista com secret&#225;rios de educa&#231;&#227;o e t&#233;cnicos de quatro munic&#237;pios do Norte de Minas Gerais e visitas in loco para monitorar a&#231;&#245;es. A pesquisa mostra melhoria da estrutura e funcionamento de escolas, mas n&#227;o da qualidade do ensino. A morosidade na an&#225;lise das propostas e na libera&#231;&#227;o de recursos por parte do MEC emperra o cumprimento de a&#231;&#245;es nos munic&#237;pios.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[These are partial results of network research investigating the "Management of Educational Policies in Brazil and its mechanisms of centralization and decentralization: Challenges of the Coordinated Action Plan (PAR)". This study is aimed at understanding how PAR helps enrich educational indices. Using a qualitative approach, interviews were conducted with specialists and education secretaries of four municipalities in northern Minas Gerais, and visits were made to monitor their actions. Research results show improvement in the structure and operation of schools, although the quality of education has not improved. MEC's delay in examining proposals and releasing resources obstructs the accomplishment of actions in these municipalities.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Se trata de los resultados parciales de b&#250;squeda en la red que investiga la "Gesti&#243;n de Pol&#237;ticas Educacionales en Brasil y sus mecanismos de centralizaci&#243;n y descentralizaci&#243;n: los desaf&#237;os del Plan de Acciones Articuladas (PAR)". El Objetivo es comprender c&#243;mo el PAR ayuda para mejorar los &#237;ndices educacionales. En un enfoque cualitativo se realizaron entrevistas con los secretarios de educaci&#243;n y t&#233;cnicos de cuatro municipios del Norte de Minas Gerais y visitas de campo para monitorizar las acciones. La investigaci&#243;n muestra una mejora en la estructura y funcionamiento de las escuelas, pero no en la calidad de la ense&#241;anza. El retraso en el an&#225;lisis de las propuestas y en la liberaci&#243;n de los recursos por parte del MEC obstruye el cumplimiento de las acciones en los municipios.]]></p></abstract>
