Procurou-se observar se o Ideb reorientou as práticas de avaliação e contribuiu para a instituição de políticas de responsabilização educacional nas redes municipais da região. De natureza quantitativa e abordagem descritiva, as respostas foram analisadas com enfoque nos usos pedagógicos e políticos do Ideb, estes últimos em associação a políticas de responsabilização educacional. Observou-se o fortalecimento de uma cultura de avaliação em âmbito municipal, com formas de utilização compartilhadas pela ampla maioria dos municípios; maior incidência sobre o monitoramento das escolas e o estabelecimento de metas de desempenho; e menor incidência em estratégias de responsabilização forte, com impacto material sobre as escolas e os profissionais da educação.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The paper analyzes the uses and purposes of Ideb in the municipalities of the Northeast region based on the responses of 1,743 municipal education secretaries who responded to the questionnaire applied in the context of Saeb in 2019. We aimed to observe whether Ideb reoriented evaluation practices and contributed to the establishment of educational accountability policies in municipal networks in the region. With a quantitative nature and descriptive approach, the answers were analyzed with a focus on pedagogical and political uses of Ideb, these in association with educational accountability policies. The strengthening of a evaluation culture at the municipal level was observed, with forms of use shared by the vast majority of municipalities; greater focus on monitoring schools and setting performance targets; and less focus on strong accountability strategies, with material impact on schools and education professionals.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen El artículo analiza los usos y las finalidades del Ideb en los municipios de la región Nordeste a partir de las respuestas de 1.743 secretarios de educación municipales que respondieron al cuestionario aplicado a Saeb en 2019. Buscamos observar si el Ideb reorientó las prácticas de evaluación y contribuyó al establecimiento de las políticas de rendición de cuentas educativas en las redes municipales de la región. De carácter cuantitativo y enfoque descriptivo, las respuestas fueron analizadas con foco en los usos pedagógicos y políticos del Ideb, este último en asociación con las políticas de rendición de cuentas educativas. Se observó el fortalecimiento de una cultura de evaluación a nivel municipal, con formas de uso compartidas por la gran mayoría de los municipios; un mayor enfoque en el seguimiento de las escuelas y el establecimiento de objetivos de rendimiento; y menos énfasis en estrategias sólidas de rendición de cuentas, con un impacto material en las escuelas y los profesionales de la educación.]]></p></abstract>
