O estudo tem como objetivo analisar os desafios para implementar o PNE como ferramenta de planejamento educacional no Brasil; examinar os conceitos de monitoramento e avaliação, abordando limites e possibilidades da atuação dos conselhos de educação nesse processo e apresentar os desafios atuais para recuperar um projeto educacional democrático. É uma pesquisa de enfoque qualitativo, do tipo documental. As principais bases teóricas são: Dourado (2010; 2013; 2016; 2017), Santos e Scaff (2021), Scaff e Ferreira (2019), Bordignon (2009; 2013; 2014) e outros. Definiu-se como corpus principal de análise o Plano Decenal de Educação para Todos de 1993, a Emenda Constitucional nº 59/2009, a Lei nº 10.172/2001, que aprovou o PNE 2001-2011 e a Lei nº 13.005/2014, que aprovou o PNE 2014-2024. Confirma-se que o atual processo de desmonte das políticas educacionais implementadas sobretudo a partir do ano de 2016 demarcou uma conjuntura adversa que atuou a partir dos princípios neoliberais e neoconservadores que comprometeu o atingimento das metas do PNE, por se tratar de um projeto de sociedade que atende muito mais às ideias hegemônicas do capital. Enfatizam-se os desafios atuais para recuperar um projeto educacional democrático que garanta direitos e uma educação para todos.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The scientific article is the result of an ongoing doctoral thesis, in which reflections on educational planning are made, with the monitoring and appreciation of the National Education Plan (PNE) as part of this process. The study aims to analyze the challenges of implementing the PNE as a means of educational planning in Brazil; to discuss the concepts of monitoring and evaluation, to approach the limits and possibilities of action of educational councils in this process and to presente current challenges to recover a democratic educational project. It is are search with a qualitative focus, of the documentary type. The main theoretical bases are: Dourado (2010; 2013; 2016; 2017), Santos and Scaff (2021), Scaff and Ferreira (2019), Bordignon (2009; 2013; 2014) and others. It is defined as the main corpus of analysis the Ten-year Education Plan for all 1993, The Constitucional Amendment number 59/2009, the Law 10.172/2001 that passed The PNE 2001-2011 and The Law 13.005/2014 which approved the PNE 2014-2024. It is confirmed that the current process of dismantling the educational policy which was implemented, mainly from 2016, marked an adverse situation that started from the neoliberal and neoconservative principles which reached the purpose of goals because of a social project which responds more to the hegemonic ideas of capital. It pointed out the current challenges to restore a democratic educational project that guarantees an education for all.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen El artículo es producto de una investigación doctoral en curso, trae reflexiones sobre la planificación educativa, evidenciando el monitoreo y evaluación del Plan Nacional de Educación (PNE) como instrumentos constitutivo en ese proceso. El estudio tiene como objetivo analizar los desafíos para implementar el PNE como herramienta de planificación educativa en Brasil; examinar los conceptos de monitoreo y evaluación, abordando límites y posibilidades de la actuación de los consejos de educación en ese proceso y presentar los desafíos actuales para recuperar un proyecto educacional democrático. Es una investigación con enfoque cualitativo y documental. Las principales bases teóricas son: Dourado (2010; 2013; 2016; 2017), Santos y Scaff (2021), Scaff y Ferreira (2019), Bordignon (2009; 2013; 2014) y otros. Se definió como corpus principal de análisis el Plan Decenal de Educación para Todos de 1993, la Enmienda Constitucional nº 59/2009, la Ley nº 10.172/2001 que aprobó el PNE 2001-2011 y la Ley nº 13.005/2014 que aprobó el PNE 2014-2024. Se confirma que el actual proceso de desmonte de las políticas educativas implementadas sobre todo a partir del año 2016 demarcó una coyuntura adversa que actuó a partir de los principios neoliberales y neoconservadores que comprometió el logro de las metas del PNE por tratarse de un proyecto de sociedad que atiende mucho más a las ideas hegemónicas del capital.
