Esse índice é derivado de uma combinação ponderada de medidas de insumos e resultados, controlados pelo contexto familiar. Este artigo tem como objetivo analisar o algoritmo subjacente ao Ioeb, assim como os resultados obtidos pelos municípios do Espírito Santo, assumidos como unidades de análise. A pesquisa emprega uma abordagem metodológica mista, começando com uma fase qualitativa, por meio de pesquisa documental sobre o indicador, seguida por uma fase quantitativa, que inclui análises estatísticas descritivas e inferenciais. Os resultados revelam a complexa estrutura do algoritmo do Ioeb, alinhando-se com as metas estabelecidas pelo Plano Nacional de Educação para o decênio. As análises dos resultados educacionais no Espírito Santo demonstram uma significativa correlação com os resultados do Índice de Desenvolvimento da Educação Básica. Além disso, evidenciam disparidades marcantes na distribuição dos índices entre os municípios, apesar de avanços recentes. A microrregião Sudoeste Serrana destaca-se pelos melhores resultados educacionais, enquanto municípios nas extremidades norte e sul necessitam de melhorias substanciais para garantir o direito à aprendizagem, conforme preceitos constitucionais. Também se sinaliza para a elevada proporção de matrículas em municípios com limitadas oportunidades educacionais, incapazes de progredir no índice. Em face desses resultados, recomenda-se uma atenção especial por parte dos gestores e formuladores de políticas educacionais estaduais sobretudo a esses municípios, visando contribuir para o aprimoramento do sistema educacional no âmbito do estado.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The Brazilian Educational Opportunities Index (IOEB) is an indicator that quantifies the contribution of each municipality or state to the educational success of its residents. This index is derived from a weighted combination of input and outcome measures, controlled by the familial context. This article aims to analyze the algorithm underlying the IOEB, as well as the results obtained by the municipalities in Espírito Santo, assumed as units of analysis. The research employs a mixed-methods approach, commencing with a qualitative phase through documentary research on the indicator, followed by a quantitative phase involving descriptive and inferential statistical analyses. The results reveal the intricate structure of the IOEB algorithm, aligning with the goals set by the National Education Plan for the decade. Analyses of educational outcomes in Espírito Santo demonstrate a significant correlation with the results of the Basic Education Development Index. Furthermore, they highlight marked disparities in the distribution of indices among municipalities, despite recent advances. The Southwest Serrana microregion stands out for its superior educational results, while municipalities at the northern and southern extremities require substantial improvements to ensure the right to learning, in accordance with constitutional principles. Attention is also drawn to the high proportion of enrollments in municipalities with limited educational opportunities, unable to progress in the index. In light of these results, special attention is recommended for state-level educational managers and policymakers, particularly for these municipalities, aiming to contribute to the enhancement of the educational system within the state;.]]></p></abstract>

Este índice se deriva de una combinación ponderada de medidas de insumos y resultados, controlados por el contexto familiar. Este artículo tiene como objetivo analizar el algoritmo subyacente al IOEB, así como los resultados obtenidos por los municipios de Espírito Santo, asumidos como unidades de análisis. La investigación emplea un enfoque metodológico mixto, comenzando con una fase cualitativa a través de la investigación documental sobre el indicador, seguida por una fase cuantitativa que incluye análisis estadísticos descriptivos e inferenciales. Los resultados revelan la compleja estructura del algoritmo del IOEB, alineándose con los objetivos establecidos por el Plan Nacional de Educación para la década. Los análisis de los resultados educativos en Espírito Santo demuestran una correlación significativa con los resultados del Índice de Desarrollo de la Educación Básica. Además, destacan disparidades marcadas en la distribución de los índices entre los municipios, a pesar de los avances recientes. La microrregión Sudoeste Serrana se destaca por sus mejores resultados educativos, mientras que los municipios en las extremidades norte y sur requieren mejoras sustanciales para garantizar el derecho a aprender, de acuerdo con los principios constitucionales.
