O argumento principal é de que a reforma representa um projeto contenedor de acesso aos jovens ao ensino superior e regulador da permanência no ensino médio, aprofundando as desigualdades e exclusão escolar. A análise parte de estudo documental e de reflexões construídas a partir dos dados coletados empiricamente. A reforma educacional expressa um rejuvenescimento da Teoria do Capital Humano com uma nova aliança entre a economia e a psicologia, sendo um projeto de negação do direito ao trabalho para os docentes e negação do direito à educação para os discentes. A educação pública é pressionada a diminuir o seu tamanho e seu modus operandi; uma educação minguada.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen El texto discute la actual reforma de la enseñanza media, resultado de una investigación realizada en el sistema escolar estatal de Espírito Santo. El argumento principal es que la reforma representa un proyecto que restringe el acceso de los jóvenes a la educación superior y regula su permanencia en la enseñanza media, profundizando las desigualdades y la exclusión escolar. El análisis se basa en un estudio documental y en reflexiones basadas en datos recogidos empíricamente. La reforma educativa expresa un rejuvenecimiento de la Teoría del Capital Humano con una nueva alianza entre economía y psicología, y es un proyecto que niega a los profesores el derecho al trabajo y a los alumnos el derecho a la educación. Se está presionando a las escuelas públicas para que reduzcan su tamaño y su modus operandi: una educación cada vez más reducida.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The text discusses the current reform of secondary education, the result of research carried out in the state school system of Espírito Santo. The main argument is that the reform represents a project that restricts young people's access to higher education and regulates their permanence in secondary education, deepening inequalities and school exclusion. The analysis is based on a documentary study and reflections based on empirically collected data. The educational reform expresses a rejuvenation of the Human Capital Theory with a new alliance between economics and psychology, and is a project that denies teachers the right to work and students the right to education. Public schools are being pressurised to reduce their size and their modus operandi; a shrinking education.]]></p></abstract>
