<self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_arttext&amp;pid=S1984-64442019000100038&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_abstract&amp;pid=S1984-64442019000100038&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_pdf&amp;pid=S1984-64442019000100038&amp;lng=en&amp;nrm=iso"></self-uri><abstract abstract-type="short" xml:lang="pt"><p><![CDATA[RESUMO O presente artigo tem como objetivo apontar e refletir sobre as semelhanças existentes entre a lei nº 13.415/2017, elaborada após o golpe parlamentar de 2016 e a lei nº 5.692/1971 criada depois do Golpe Militar de 1964. A análise empreendida buscou identificar os efeitos e as concepções de ambas sobre a educação para as juventudes populares. A fim de subsidiar esta reflexão, foram utilizadas como textos-base as obras: &#8220;Política Educacional&#8221;, de Eneida Oto Shiroma, Maria Célia Marcondes de Moraes e Olinda Evangelista (2004); e &#8220;A Nova Lei da Educação: LDB, trajetórias, limites e perspectivas&#8221;, de Demerval Saviani (2006). A escolha do referencial teórico que subvencionará a análise se deu em virtude da importância que possuem para a compreensão das políticas públicas educacionais brasileiras. Após a leitura crítica da lei nº 13.415/2017, comparando-a às análises sobre a lei nº 5.692/1971, empreendidas pelos autores das obras supracitadas concluiu-se que ambas as legislações buscam romper com o caráter propedêutico do Ensino Médio e, além disso, objetivam balizar a educação dos jovens das classes populares, relegando a eles um ensino de caráter puramente tecnicista, cuja principal finalidade consiste na formação de mão de obra e insumos ao mercado capitalista neoliberal.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT The purpose of this article is to reflect and reflect on the similarities between Law 13.415 / 2017, which was drawn up after the parliamentary coup of 2016 and Law No. 5.692 / 1971 created after the military coup of 1964. The analysis we undertook, to identify the effects and conceptions of both on education for the popular youth. To support this reflection, the following works were used as basic texts: "Educational Policy", by Eneida Oto Shiroma, Maria Célia Marcondes de Moraes and Olinda Evangelista; and "The New Law of Education: LDB, trajectories, limits and perspectives", by Demerval Saviani. The choice of the theoretical framework that will support the analysis was due to the importance they have for the understanding of Brazilian public educational policies. After a critical reading of Law No. 13,415 / 2017, comparing it to the analyzes of Law No. 5,692 / 1971, undertaken by the authors of the above mentioned works, we conclude that both legislations seek to break with the propaedeutic character of High School and; in addition, they aim to provide education for the youth of the working classes, relegating to them a teaching of a purely technical character, whose main purpose consists in the formation of labor and inputs to the neoliberal capitalist market.]]></p></abstract>
