No Brasil, a financeirização das políticas educacionais levou o governo federal a criar programas de oferta massiva de vagas no ensino superior privado, que se materializam através do repasse de recursos públicos para IES-privadas. O presente artigo tem por objetivo analisar a relação existente entre o Fundo de Financiamento Estudantil (Fies) e o endividamento dos estudantes que ingressaram no ensino superior a partir deste programa. Para tanto, realizou-se uma pesquisa exploratória, desenvolvida a partir da análise de dados secundários (INEP, FNDE, IBGE, PNAD-Contínua, CNC, e outros), que tratam sobre o Fies e sobre as condições de endividamento e participação no mercado de trabalho dos beneficiários do Fies. Com a pesquisa, tornou-se possível identificar que o Fies, enquanto política pública financeirizada, prioriza os interesses do capitalismo mundializado, sobretudo no que tange ao máximo valor ao acionista e a diversificação das parcerias público-privadas. O Estado contribui para a ampliação do acesso ao crédito para a população de baixa renda e do repasse de recursos públicos para IES-privadas. O estudante, por sua vez, embora tenha conquistado o sonho de concluir a graduação com a esperança de adquirir melhores condições de vida, arca com o ônus decorrente das políticas públicas financeirizadas, consubstanciado em índices crescentes de endividamento.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT The financialization of social policies corresponds to the intertwining between the interests of globalized financial capitalism and the role of public authorities in the provision of goods and services. In Brazil, the financialization of educational policies led the federal government to create programs to massively offer places in private higher education, which are materialized through the transfer of public resources to private educational institutions. This article aims to analyze the relationship between the Student Financing Fund (Fies) and the indebtedness of students who entered higher education through this program. To this end, an exploratory research was carried out based on the analysis of secondary data (INEP, FNDE, IBGE, PNAD-Continua, CNC, and others), which deal with Fies and the conditions of indebtedness and market participation of Fies beneficiaries. With the research, it became possible to identify that Fies, as a financialized public policy, prioritizes the interests of globalized capitalism, especially with regard to maximum shareholder value and the diversification of public-private partnerships. The State contributes to the expansion of access to credit for the low-income population and the transfer of public resources to private HEIs. The student, in turn, despite having achieved the dream of completing graduation with the hope of acquiring better living conditions, bears the burden of financialized public policies, substantiated by growing indebtedness rates.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN La financiarización de las políticas sociales corresponde al entrelazamiento entre los intereses del capitalismo financiero globalizado y las acciones de las autoridades públicas en la provisión de bienes y servicios. En Brasil, la financiarización de las políticas educativas llevó al gobierno federal a crear programas que ofrecen vacantes masivas en la educación superior privada, que se materializan a través de la transferencia de recursos públicos a IES privadas. Este artículo tiene como objetivo analizar la relación entre el Fondo de Financiamiento de Estudiantes (Fies) y la deuda de los estudiantes queingresaron a la educación superior a través de este programa. Para ello, se realizó una investigación exploratoria, desarrollada a partir del análisis de datos secundarios (INEP, FNDE, IBGE, PNAD-Continua, CNC, y otros), que versan sobre las Fies y las condiciones de endeudamiento y participación en el mercado de trabajo de los beneficiarios del Fies. Con la investigación, fue posible identificar que el Fies, como política pública financiarizada, prioriza los intereses del capitalismo globalizado, especialmente en lo que respecta al máximo valor para los accionistas y la diversificación de las asociaciones público-privadas. El Estado contribuye a ampliar el acceso al crédito de la población de bajos ingresos y la transferencia de recursos públicos a las IESprivadas. El estudiante, a su vez, aunque haya cumplido el sueño de completar su carrera con la esperanza de adquirir mejores condiciones de vida, soporta la carga resultante de las políticas públicas financiarizadas, materializadas en tasas de endeudamiento crecientes.]]></p></abstract>
