O presente artigo prop&#244;s, ent&#227;o, analisar aspectos centrais referentes ao financiamento da educa&#231;&#227;o b&#225;sica na formula&#231;&#227;o/aprova&#231;&#227;o do novo Plano Nacional de Educa&#231;&#227;o (PNE). Para tal, valeu-se de pesquisa bibliogr&#225;fica e documental concernente &#224; tem&#225;tica em tela. Inicialmente, recupera a trajet&#243;ria hist&#243;rica dos intentos de constitui&#231;&#227;o de um PNE no Brasil, bem como trata da quest&#227;o do financiamento da educa&#231;&#227;o no PNE I. Na sequ&#234;ncia, apresenta as principais delibera&#231;&#245;es da Confer&#234;ncia Nacional de Educa&#231;&#227;o (CONAE/2010) sobre o financiamento, consensuadas e expressas no seu Documento Final. Por fim, examina o financiamento da educa&#231;&#227;o b&#225;sica no contexto do atual PNE II, da sua exaustiva tramita&#231;&#227;o &#224; aprova&#231;&#227;o final, desvelando os avan&#231;os conquistados e os retrocessos sofridos, na perspectiva de uma educa&#231;&#227;o p&#250;blica, laica, gratuita e de qualidade para todos.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract:  Education funding has become central to the contemporary educational debate, especially with the introduction of the Fund policy in Brazil in the mid-1990s. This article proposes to analyze key aspects related to the funding of basic education in the formulation/approval of the new National Education Plan (PNE). To this end, it uses bibliographic and documentary research on the subject. It starts by recovering the historical trajectory of attempts to form a PNE in Brazil, and goes on to address question of education funding in the PNE I. It then presents the key decisions of the National Conference on Education (CONAE/2010) in relation to funding, mutually agreed and expressed in its Final Document. Finally, it examines the funding of basic education in the context of the current PNE II, and its comprehensive processing through to the final approval, revealing the progress made and the setbacks suffered, from the perspective of a public, secular, free, quality education for all.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen:  El financiamiento de la educaci&#243;n se convirti&#243; en el centro del debate educativo contempor&#225;neo, especialmente con la introducci&#243;n de la pol&#237;tica de Fondo en Brasil despu&#233;s de mediados de 1990. El presente art&#237;culo se propuso analizar los aspectos clave relacionados con la financiaci&#243;n de la educaci&#243;n b&#225;sica en la formulaci&#243;n/aprobaci&#243;n del nuevo Plan Nacional de Educaci&#243;n (PNE). Con este fin, se utiliz&#243; investigaci&#243;n bibliogr&#225;fica y documental en relaci&#243;n a la materia en cuesti&#243;n. Inicialmente, se recupera la trayectoria hist&#243;rica de las tentativas de constituci&#243;n de un PNE en Brasil, y se llega a la cuesti&#243;n de la financiaci&#243;n en la educaci&#243;n en el PNE I. A continuaci&#243;n se presentan las principales decisiones de la Conferencia Nacional de Educaci&#243;n (CONAE/2010) sobre la financiaci&#243;n, consensuales y expresadas en su documento final. Por &#250;ltimo, se examina la financiaci&#243;n de la educaci&#243;n b&#225;sica en el contexto del actual PNE II, su tratamiento integral hasta la aprobaci&#243;n definitiva, que revela los avances y los retrocesos que sufri&#243; con miras a una educaci&#243;n p&#250;blica, laica, gratuita y de calidad para todos.]]></p></abstract>
