Partindo de um estudo de car&#225;ter explorat&#243;rio, inscrito nos Estudos Foucaultianos em Educa&#231;&#227;o, desenvolvemos o entendimento da Medicina Social, da Psicologia e da Pedagogia como condi&#231;&#245;es de possibilidade da emerg&#234;ncia da Educa&#231;&#227;o Especial, bem como problematizamos a tr&#237;ade palavra-raz&#227;o-ordem na operacionalidade dessa educa&#231;&#227;o especializada. Conclu&#237;mos que, apesar das reformas educacionais, continuamos a produzir prisioneiros do pertencimento nas escolas, efetivando inclus&#245;es excludentes e exclus&#245;es includentes.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: This article considers the educational reforms related to public policies for Special Education, in order to investigate the emergence and operability of Special Education by means of the Specialized Educational Assistance (SEA) in inclusive schools. Based on an exploratory study carried out in the field of Foucauldian Studies in Education, we have come to understand Social Medicine, Psychology and Pedagogy as conditions of possibility for the emergence of Special Education, and have investigated the word-reason-order triad in the operability of this specialized education. We conclude that despite the educational reforms, we are still producing prisoners of the school system, thus creating exclusionary inclusions and inclusive exclusions.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen: Teniendo en cuenta las reformas educativas de las pol&#237;ticas p&#250;blicas de educaci&#243;n especial, este art&#237;culo analiza la emergencia y el funcionamiento de la Educaci&#243;n Especial a trav&#233;s de los Servicios Educativos Especializados (SEE) en las escuelas inclusivas. A partir de un estudio exploratorio llevado a cabo en el campo de estudios de Foucault en Educaci&#243;n, la intenci&#243;n es desarrollar la comprensi&#243;n de la Medicina Social, la Psicolog&#237;a y la Pedagog&#237;a como condiciones de posibilidad de la aparici&#243;n de la Educaci&#243;n Especial, y problematizar la tr&#237;ada palabra-raz&#243;n-orden para el funcionamiento de esa educaci&#243;n especializada. Llegamos a la conclusi&#243;n de que, a pesar de las reformas educativas, se contin&#250;an produciendo prisioneros de pertenencia en las escuelas, efectuando inclusiones excluyentes y exclusiones incluyentes.]]></p></abstract>
