<self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_arttext&amp;pid=S2177-62102016000100028&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_abstract&amp;pid=S2177-62102016000100028&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_pdf&amp;pid=S2177-62102016000100028&amp;lng=en&amp;nrm=iso"></self-uri><abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Este artigo objetivou tratar duas importantes reflex&#245;es sobre a inf&#226;ncia e as pol&#237;ticas p&#250;blicas de educa&#231;&#227;o brasileiras: uma, diz respeito &#224; implementa&#231;&#227;o dessas pol&#237;ticas, principalmente, depois da promulga&#231;&#227;o da Lei n&#186; 12.796/13, que estabelece a obrigatoriedade na escola de crian&#231;as a partir de quatro anos de idade. A outra est&#225; relacionada com a an&#225;lise de diferentes concep&#231;&#245;es sobre a inf&#226;ncia. Com o prop&#243;sito de realizar um trabalho intelectual e reflexivo, consideramos alguns embates e conquistas que geraram - e ainda geram - determinadas pol&#237;ticas educacionais. Com esta investiga&#231;&#227;o qualitativa, desenvolvida por meio de an&#225;lises documentais e textos cient&#237;ficos, conclu&#237;mos que h&#225; aus&#234;ncia da garantia de direito &#224;s crian&#231;as, quando entendemos que este deve ser pautado em valores de respeito ao ser humano e &#224; sua dignidade, com vistas &#224; forma&#231;&#227;o de uma cultura escolar que priorize igualdade e diversidade e a um ensino de qualidade que seja vivenciado na escola, pois quest&#245;es b&#225;sicas, como falta de locais de oferta ou tipos de atendimento: integral ou parcial, p&#250;blico, privado ou conveniado; omiss&#227;o em rela&#231;&#227;o &#224;s crian&#231;as de 0 a 3 anos de idade; forma&#231;&#227;o inicial para docentes; assist&#234;ncia financeira do governo federal aos munic&#237;pios; responsabilidade dos munic&#237;pios em aumentar o n&#250;mero de vagas; discuss&#227;o sobre a fun&#231;&#227;o social da educa&#231;&#227;o infantil (EI): import&#226;ncia da socializa&#231;&#227;o da crian&#231;a, do desenvolvimento da sua autonomia e da sua fun&#231;&#227;o adaptativa para apreender determinadas regras de comportamento e limites, etc., n&#227;o foram discutidas e muito menos resolvidas.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[This article aimed to address two important reflections on childhood and public policies of Brazilian education: one concerns the implementation of these policies, especially after the enactment of Law No. 12.796 / 13, which establishes that children from 4 years old on have to go to school. The other is related to the analysis of different concepts of childhood In order to carry out an intellectual and reflective work, we consider some struggles and achievements that have generated certain educational policies. With this qualitative study, which was conducted through desk reviews and scientific papers, we conclude that there is an absence of law to guarantee the rights of children, when we understand that this must be based on values of respect for human beings and their dignity, aiming at the creation of a school culture that prioritizes equality and diversity, and quality education that is experienced in school when basic questions, such as lack of supply sites or types of service: full or part time, public, private and contracted; omission in relation to children aged 0-3; initial training for teachers; financial assistance from the federal government to municipalities; responsibility of municipalities to increase the number of vacancies; discussion of the social function of early childhood education: the importance of the child's socialization, the development of their autonomy and their adaptive function to grasp certain rules of behavior and limits; etc., have not been discussed, let alone solved.]]></p></abstract>
