Sua temática interliga aspectos da organização, do funcionamento e da gestão da educação básica no âmbito municipal, com recorte temporal de 1988 a 2008. Objetiva analisar as políticas e ações que contribuem para a organização do Sistema Municipal de Educação (SME) em Jardim do Seridó-RN, com ênfase no Plano Municipal de Educação, inserido no regime de colaboração entre União, estados, municípios e Distrito Federal, para a consolidação de uma educação pública, gratuita, laica e de qualidade. Os procedimentos metodológicos deste trabalho incluem revisão da literatura associada à pesquisa documental em instrumentos constitucionais e legais, como: Constituição Federal de 1988, Legislação Educacional Brasileira (LDB 9.394/1996), Planos Nacionais de Educação, Emenda Constitucional n. 53/2006 e Lei 11.494/2007, que criou e regulamentou o Fundo de Manutenção e Desenvolvimento da Educação Básica e Valorização dos Profissionais da Educação (FUNDEB), bem como leis e documentos municipais. Evidencia-se que a Emenda Constitucional 95/2016 inviabiliza a consolidação do Plano Municipal de Educação e respectivamente seus sistemas de ensino. É fundamental reconhecer que a efetivação dos Planos Municipais de Educação requer apoio técnico e, sobretudo, financeiro por parte da União e dos estados.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: This work is an excerpt of the dissertation linked to the line of research Policy and Management of Education by the Postgraduate Program in Education, POSEDUC of the Faculty of Education (UERN). Its theme links aspects of the organization, functioning and management of basic education at the municipal level, with a time frame from 1988 to 2008 This article aims to analyze the policies and actions that contribute to the organization of the Municipal Education System (SME) in Jardim do Seridó - RN, highlighting the Municipal Education Plan within the framework of collaboration between the Union, states, municipalities and Federal District for the consolidation of a, free, secular and quality public education. The procedures of the investigation include revision of the literature associated to the documentary research in constitutional and legal instruments such as: Federal Constitution of 1988, Brazilian Educational Legislation (LDB 9.394/1996), National Education Plans, Constitutional Amendment 53/2006 and Law 11.494/2007 which, respectively, created and regulated the Fund for Maintenance and Development of Basic Education and the Valorization of Education Professionals (FUNDEB), as well as laws and municipal documents. It is evident that the Constitutional Amendment 95/2016 makes it impossible to consolidate the Municipal Education Plan and its teaching systems, respectively. It is fundamental to recognize that the implementation of Municipal Education Plans requires technical and, above all, financial support from the Union and the states.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen: Este trabajo es un extracto de la disertación vinculada a la línea de investigación Política y Gestión de la Educación del Programa de Posgrado en Educación, POSEDUC de la Facultad de Educación (UERN). Su temática vincula aspectos de la organización, funcionamiento y gestión de la educación básica en el ámbito municipal, con un recorte de tiempo de 1988 a 2008. Este artículo tiene como objetivo analizar las políticas y acciones que contribuyen a la organización del Sistema Educativo Municipal (SME) en Jardim do Seridó - RN, com éfasis el Plan de Educación Municipal en el marco de la colaboración entre la Unión, los estados, los municipios y el Distrito Federal para la consolidación de una educación pública, gratuita, laica y de calidad.
