Trata-se de resultado parcial de pesquisa em andamento, na Universidade Federal de Campina Grande. Possui por objetivo analisar os desafios à garantia do direito à educação, no Brasil, a partir da política econômica de austericídio implantada com o golpe de 2016. Pautada no materialismo histórico e dialético, com ênfase nas categorias metodológicas da contextualização, totalidade e historicidade, recorre à pesquisa bibliográfica e documental. Os principais resultados encontrados foram: o PNE 2014-2024, compromisso social assegurado constitucionalmente, não teve a maior parte das metas alcançadas e, as que foram, apontam para estagnação ou retrocesso; o gasto com educação, em 2024, não atingiu os 10% do PIB previstos chegando tão-somente à metade disso; a EC 95/16 criou a ideologia das contrarreformas em curso, após o golpe, forjando o consenso social; apesar do consenso, a austeridade fiscal responde por baixos crescimentos de países ao longo do mundo; essa, se aplica sobre os avanços sociais pactuados na CF/88, não tendo efeito sobre pagamento de serviços, juros e amortizações da dívida pública; não há diferenças significativas entre o antigo e o atual teto de gastos, trata-se, apenas de ritmo e não de sentido.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT: The warranty of the right to education in Brazil in the face of the economic policy of fiscal austericide. This is a partial result of ongoing research at the Federal University of Campina Grande. It aims to analyze the challenges to guaranteeing the right to education in Brazil, based on the economic policy of fiscal austerity implemented with the 2016 coup. Based on historical and dialectical materialism, with an emphasis on the methodological categories of contextualization, totality and historicity, uses bibliographic and documentary research. The main results found were: the PNE 2014-2024, a constitutionally guaranteed social commitment, did not have most of its goals achieved and, those that were, point to stagnation or regression; spending on education, in 2024, did not reach the predicted 10% of GDP, reaching only half of that; constitutional Amendment 95/16 created the ideology of the ongoing counter-reforms, after the coup, forging social consensus; despite the consensus, fiscal austerity accounts for low growth in countries around the world; this applies to the social advances agreed in the 1988 federal Constitution, having no effect on payment of services, interest and amortization of public debt; There are no significant differences between the old and current spending ceiling, it is just a matter of pace and not meaning.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN: Este trabajo analiza los desafíos para garantizar el derecho a la educación, en Brasil, frente a la política económica de austeridad fiscal implantada con el golpe de 2016. Se trata del resultado parcial de una investigación en curso, en la Universidad Federal de Campina Grande. La investigación se basa en el materialismo histórico y dialéctico, con énfasis en las categorías metodológicas de contextualización, totalidad e historicidad, haciendo uso de una investigación bibliográfica y documental. Los principales resultados encontrados fueron: el PNE 2014-2024, compromiso social garantizado constitucionalmente, no tuvo la mayor parte de las metas alcanzadas y las que fueron apuntan a un estancamiento o un retroceso; el gasto en educación en 2024 no alcanzó el 10% del PIB previsto, llegando tan solo a la mitad; la EC 95/16 creó la ideología de las contrarreformas en curso, después del golpe, forjando el consenso social; a pesar del consenso, la austeridad fiscal responde por bajos crecimientos de países a lo largo del mundo y se aplica sobre los avances sociales pactados en la CF/88, no teniendo efecto sobre el pago de servicios, intereses y amortizaciones de la deuda pública; no hay diferencias significativas entre el antiguo y el actual techo de gastos, se trata solo de ritmo y no de sentido.]]></p></abstract>
