Entende-se que tal período consolidou o caráter institucional da Pós-Graduação no Brasil com o incremento da formação de quadros para as instituições de ensino superior. O caminho para o alcance do exame do objeto de estudo repousa numa metodologia qualitativa, de caráter histórico, documental e bibliográfico com os aportes da História Cultural e da História Política. Assim, as fontes utilizadas foram relatórios, correspondências, mensagens presidenciais, marcos regulatórios, boletins e revistas articulados sob o signo da utilização de estratégias e táticas por indivíduos e coletivos que edificaram uma rede institucional que levou a Capes ao papel central na elaboração de políticas públicas educacionais no seio do Ministério da Educação e Cultura. Tal centralidade teve como resultado a construção de um sistema nacional de pós-graduação que constitui um legado a ser examinado no tempo presente no qual percebe-se uma ameaça à manutenção da qualidade deste projeto numa sucessão de cortes de gastos tanto da graduação quanto na Pós-Graduação concernentes ao Ensino Superior brasileiro.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen Este trabajo tiene como objeto de estudio la Formación Docente desde una aproximación histórica de la gestión del educador Anísio Teixeira frente a la Campaña de Perfeccionamiento de Personal de nivel Superior - Capes - que abarca el período de 1951 a 1964, situando la institución en el ámbito del aparato estatal federal en un contexto marcado por el modelo nacional desarrollista. Se entiende que tal período consolidó el carácter institucional del Posgrado en Brasil con el incremento de la formación de cuadros para las instituciones de enseñanza superior. El camino para el examen del objeto de estudio reposa en una metodología cualitativa, de carácter histórico, documental y bibliográfico, con aportes de la Historia Cultural y de la Historia Política. Así, se utilizaron fuentes como informes, correspondencias, mensajes presidenciales, marcos regulatorios, boletines y revistas, articulados bajo el signo de la utilización de estrategias y tácticas por individuos y colectivos que edificaron una red institucional que otorgó a la Capes un papel central en la elaboración de políticas públicas educativas en el seno del Ministerio de Educación y Cultura. Tal centralidad tuvo como resultado la construcción de un sistema nacional de posgrado que constituyó un legado a ser examinado en el tiempo presente, en el que se percibe una amenaza a la sustentación de la calidad de este proyecto en una sucesión de cortes de gastos, tanto en la graduación como en el posgrado, referentes a la Enseñanza Superior Brasileña.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This work has as object of study Teacher Training in a historical approach with the management of the educator Anísio Teixeira of the Superior level of Improvement Campaign - Capes - covering the period 1951-1964, placing the institution in the federal state apparatus in a context marked by the national-developmentalist model. It is understood that such period consolidated the institutional character of the Graduate in Brazil with increasing staff training to higher education institutions. The path to the scope of the subject matter of the examination rests on a qualitative methodology, history, documentary and bibliographic with the contributions of Cultural History and Political History. Thus, the sources used were reports, correspondence, presidential messages, regulatory frameworks, newsletters and magazines articulated under the sign of the use of strategies and tactics for individuals and collectives that have built an institutional network that led to the Capes central role in public policy development education within the Ministry of Education. Such centrality resulted in the construction of a national graduate system is a legacy to be examined at the present time in which we perceive a threat to maintaining the quality of this project in a series of spending cuts as much as the Post Graduation -graduate concerning the Brazilian Higher Education.]]></p></abstract>
<abstract abstract-type="short" xml:lang="fr"><p><![CDATA[Résumé L&#8217; objet d'étude de ce travail est la Formation de Professeurs dans une approche historique avec la gestion de l'éducateur Anísio Teixeira avant la Campagne d'Amélioration de Personnel de Niveau Supérieur - Capes - qui comprend le période 1951-1964, en placent l'institution dans le cadre de l'appareil d'Etat fédéral dans un contexte marqué pour le modèle national-développementaliste. Il est entendu que ce période a consolidé le caractère institutionnel du Diplôme d'études approfondies au Brésil, avec l&#8217;incrément de la fomation de cadres pour les instituitions de l'enseignement supérieur. Le chemin pour atteindre l&#8217;examen de l&#8217;objet d&#8217; étude repose dans une méthodologie qualitative, avec un caractère historique, documentaire et bibliographique, avec les contributions de la Histoire Culturelle et de la Histoire Politique. De cette façon, les sources utilisés ont été les rapports, les courriers, les messages présidentiels, les marques réglementaires, les bulletins, et les magazines articulées sous l'égide de l&#8217;utilisation de stratégies et de tactiques pour les personnes et les collectif, qui ont construit un réseau institutionnel qui a conduit la Capes au rôle central dans l&#8217;élaboration des politiques publiques d'éducation dans le Ministère d'Éducation et de la Culture. Cette centralité a conduit la construction d&#8217;un système national de Diplôme d'études approfondies qui constitue un heritage à examiner dans le temps présent, dans lequel il est remarqué une menace à la maintenance de la qualité de cet projet avec la succession de réductions des dépenses soit dans la graduation comme dans le Diplôme d'études approfondies en ce qui concerne l'Enseignement Supérieur brésilien.]]></p></abstract>
