Se no período que precede as independências dos países africanos se justificava que os governos pudessem investir no financiamento da expansão do ensino superior de forma exclusiva, com o tempo esse tipo de investimento público começou a se mostrar insustentável. A partir da análise bibliográfica, faz-se uma reflexão neste artigo sobre os processos de reformas no financiamento do ensino superior, principalmente nos países da África Subsaariana. Apesar do desenvolvimento das Instituições de Ensino Superior (IES) na África, ainda persistem alguns desafios relacionados ao acesso, equidade e qualidade, resultantes de alguma forma da diminuição dos recursos públicos e da fraca mobilização de recursos privados para fazer face ao financiamento no mesmo setor.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Issues related to the funding of higher education have challenged governments in all countries and the challenges have proven even greater for African countries. If in the period preceding the independence of African countries it was justified that governments could invest exclusively in financing the expansion of higher education, over time this type of public funding began to prove unsustainable. Based on the bibliographical analysis, this article reflects on the processes of reforms in the financing of higher education mainly in sub-Saharan African countries. Thus, despite the development of Higher Education Institutions (HEIs) in Africa, some challenges still persist, related to access, equity and quality, resulting in some way from the decrease in public resources and the weak mobilization of private resources to financing in the same sector. <abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen Las cuestiones relacionadas con el financiamiento de la educación superior han desafiado a los gobiernos de todos los países, y los desafíos han resultado aún mayores para los países africanos. Si en el período anterior a la independencia de los países africanos se justificaba que los gobiernos pudieran invertir exclusivamente en financiar la expansión de la educación superior, con el tiempo, este tipo de financiación pública empezó a resultar insostenible. Con base en el análisis bibliográfico, este artículo reflexiona sobre los procesos de reformas en el financiamiento de la educación superior, principalmente, en los países del África Subsahariana. Así, a pesar del desarrollo de las Instituciones de Educación Superior (IES) en África, aún persisten algunos desafíos, relacionados con el acceso, la equidad y la calidad, derivados de alguna manera de la disminución de los recursos públicos y la débil movilización de recursos privados para hacer frente a la financiación en el mismo sector.]]></p></abstract>
