Lan&#231;amos m&#227;o de um m&#233;todo anal&#237;tico que busca apreender a realidade social objetiva reconhecendo sua condi&#231;&#227;o constitutiva de totalidade e a an&#225;lise por contradi&#231;&#227;o. Comp&#245;em o debate categorias de an&#225;lise como a privatiza&#231;&#227;o na educa&#231;&#227;o, a responsabiliza&#231;&#227;o dos professores e a precariza&#231;&#227;o das condi&#231;&#245;es do trabalho docente, consideradas como necess&#225;rias para a compreens&#227;o das pol&#237;ticas educacionais vigentes por sua abrang&#234;ncia e presen&#231;a nas pol&#237;ticas dirigidas &#224;s diferentes etapas e modalidades da educa&#231;&#227;o nacional. Analisamos documenta&#231;&#227;o representativa das pol&#237;ticas de educa&#231;&#227;o especial, considerando-as express&#227;o do processo e do resultado das disputas em cada momento hist&#243;rico. Captamos e mostramos mudan&#231;as estruturais e conceituais da pol&#237;tica de educa&#231;&#227;o especial brasileira recente referentes &#224; concep&#231;&#227;o de perspectiva inclusiva, &#224;s formas de atendimento, aos estudantes, professores e demais profissionais vinculados &#224; educa&#231;&#227;o especial. Discutimos as mudan&#231;as estruturais e conceituais presentes nas proposi&#231;&#245;es pol&#237;ticas, tra&#231;ando um exerc&#237;cio comparativo entre as Diretrizes nacionais para a educa&#231;&#227;o especial na educa&#231;&#227;o b&#225;sica (BRASIL, 2001) e a Pol&#237;tica nacional de educa&#231;&#227;o especial na perspectiva da educa&#231;&#227;o inclusiva (BRASIL, 2008a).]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen  En este art&#237;culo discutimos los determinantes pol&#237;ticos y econ&#243;micos de la educaci&#243;n especial en el Brasil contempor&#226;neo. Utilizamos un m&#233;todo de an&#225;lisis de la aprehensi&#243;n de la realidad social objetiva en su condici&#243;n constitutiva de la totalidad y la contradicci&#243;n. Insertado en las categor&#237;as de an&#225;lisis de debate como la privatizaci&#243;n de la educaci&#243;n, la responsabilidad de los maestros y las precarias condiciones de ense&#241;anza para la comprensi&#243;n de las pol&#237;ticas educativas actuales de su alcance y presencia en las pol&#237;ticas dirigidas a diferentes etapas y tipos de educaci&#243;n nacional. Analizamos los documentos de la pol&#237;tica de educaci&#243;n especial como una expresi&#243;n del proceso y el resultado de las diferencias en cada momento hist&#243;rico. Estudiamos y mostramos los cambios estructurales y conceptuales de la pol&#237;tica reciente de educaci&#243;n especial de Brasil en perspectiva del dise&#241;o inclusivo, las formas de asistencia a los estudiantes, maestros y otros profesionales relacionados con la educaci&#243;n especial. Se discuten los cambios estructurales y de conceptos en las presentes propuestas pol&#237;ticas, la elaboraci&#243;n de un ejercicio comparativo entre las Directrices nacionales para la educaci&#243;n especial en la educaci&#243;n b&#225;sica (BRASIL, 2001) y la Pol&#237;tica Nacional de Educaci&#243;n Especial en el perspectiva de la educaci&#243;n inclusiva (BRASIL, 2008a).]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract  In this article, we discussed the political and economic determinants of special education in contemporary Brazil. We use an analytical method of apprehension of objective social reality in its constitutive condition of totality and contradiction. Inserted in the debate analysis categories such as privatization in education, accountability of teachers and the precarious conditions of teaching for understanding of current educational policies for its scope and presence in policies aimed at different stages and types of national education. We analyze documents of the special education policy as an expression of the process and the outcome of disputes in each historical moment. Study and show structural and conceptual changes of recent Brazilian special education policy on inclusive design perspective, the forms of assistance to students, teachers and other professionals related to special education. We discuss the structural and conceptual changes in the present political propositions, drawing a comparative exercise between national guidelines for special education in basic education (BRAZIL, 2001) and the National Special Education Policy in the context of inclusive education (BRAZIL, 2008a).]]></p></abstract>
