<self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_arttext&amp;pid=S2238-121X2016000400137&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_abstract&amp;pid=S2238-121X2016000400137&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_pdf&amp;pid=S2238-121X2016000400137&amp;lng=en&amp;nrm=iso"></self-uri><abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo  O presente texto analisa a oferta do Atendimento Educacional Especializado (AEE) dirigido a crian&#231;as em fase inicial de escolariza&#231;&#227;o que frequentam servi&#231;os especializados, na Rede Municipal de Ensino de Porto Alegre, designados como Educa&#231;&#227;o Precoce e Psicopedagogia Inicial. Tais servi&#231;os s&#227;o oferecidos no espa&#231;o f&#237;sico das escolas especiais municipais, desde 1991. A metodologia deu prioridade &#224; an&#225;lise documental dirigida a 362 pastas escolares dos alunos que frequentam esses servi&#231;os, em tr&#234;s escolas, aos projetos pol&#237;tico-pedag&#243;gicos e aos pareceres pedag&#243;gicos elaborados pelas professoras dessas institui&#231;&#245;es. No contexto das escolas especiais investigadas, o AEE n&#227;o tem mostrado sintonia com sua dimens&#227;o complementar e h&#225; muitos ind&#237;cios de que esse servi&#231;o se constitua como um dos principais canais de acesso &#224; escolariza&#231;&#227;o substitutiva ao ensino comum. A investiga&#231;&#227;o mostrou intensa continuidade entre o servi&#231;o de educa&#231;&#227;o precoce e a escola especial, apresentando &#237;ndices que evidenciam que algumas crian&#231;as jamais chegam ao ensino fundamental comum, sendo direcionadas a frequentar a escola especial ap&#243;s os 6 anos de idade. Esse fen&#244;meno constitui-se como contradit&#243;rio com rela&#231;&#227;o &#224; concep&#231;&#227;o contempor&#226;nea de apoio pedag&#243;gico especializado concebido como transit&#243;rio, complementar e favorecedor dos processos de inclus&#227;o.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract  This paper analyses the supply of Specialized Educational Care (EEC) aimed at children at early stage of schooling who attend specialized services in the Municipal Educational Network of Porto Alegre, designated as Early Education and Initial Psychopedagogy. These services are offered in the physical space of special municipal schools, since 1991. The methodology prioritized the analysis of documents from 362 school folders of students who attend these services in three schools, the political-pedagogical projects and the pedagogical advices from teachers of these institutions. In the context of the investigated special schools, EEC has not been in tune with its complementary dimension, and there are many indications that this service is one of the main access channels to substitute common school education. The research has shown strong intense continuity between the early education service and the special school, with indexes showing that some children never reach common elementary school, as they are directed to special schools after the age of six. This phenomenon is contradictory to the contemporary conception of specialized pedagogical support conceived as transitory, complementary and favouring the inclusion processes.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen  El presente texto analiza la oferta de Atenci&#243;n Educacional Especializada (AEE) dirigida a ni&#241;os en fase inicial de escolaridad que frecuentan servicios especializados, en la Red Municipal de Ense&#241;anza de Porto Alegre, designadas como Educaci&#243;n Precoz y Psicopedagog&#237;a Inicial. Tales servicios son ofrecidos en el espacio f&#237;sico de las escuelas especiales municipales, desde 1991. La metodolog&#237;a dio prioridad al an&#225;lisis documental dirigida a 362 archivos escolares de alumnos que frecuentan esos servicios, en tres escuelas, a los proyectos pol&#237;tico-pedag&#243;gicos y a los pareceres pedag&#243;gicos elaborados por las profesoras de estas instituciones. En el contexto de las escuelas especiales investigadas, el AEE no presenta sinton&#237;a con su dimensi&#243;n complementar y hay muchos indicios de que ese servicio sigue siendo uno de los principales canales de acceso a la escolaridad sustitutiva a la ense&#241;anza com&#250;n. La investigaci&#243;n present&#243; intensa continuidad entre el servicio de educaci&#243;n precoz y la escuela especial, dando a conocer &#237;ndices que evidencian que algunos ni&#241;os jam&#225;s llegar&#225;n a la educaci&#243;n primaria com&#250;n, siendo direccionados a frecuentar la escuela especial despu&#233;s de los seis a&#241;os de edad. Ese fen&#243;meno se constituye como contradictorio en relaci&#243;n a la concepci&#243;n contempor&#225;nea de apoyo pedag&#243;gico especializado concebido como transitorio, complementar y favorecedor de inclusi&#243;n.]]></p></abstract>
