Trazemos como estratégia teórico-metodológica a Teoria do Discurso de Laclau e Mouffe (2015). Neste movimento, buscamos situar as práticas de elaboração da política pública em relação a contextos sociais e políticos abrangentes, emergindo a transformação de discursos por meio das lógicas políticas da equivalência e da diferença. Nossos resultados apontam que os discursos de modernização no sistema de avaliação educacional pernambucano representam uma cooperação e articulação bem-sucedida de organismos internacionais e de parcerias público-privadas.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The article problematizes the educational evaluation policy in the Pernambuco State through the adoption of the Public Management Modernization Program - Goals for Education. We employ as a theoretical-methodological strategy the Discourse Theory of Laclau and Mouffe (2015). In this endeavor, we seek to situate the practices of public policy formulation in relation to comprehensive social and political contexts, giving rise to the transformation of discourses through the political logics of equivalence and difference. Our findings indicate that the discourses of modernization in the Pernambuco educational evaluation system represent a successful cooperation and articulation between international organizations and public-private partnerships.]]></p></abstract>

En este esfuerzo, buscamos situar las prácticas de formulación de políticas públicas en relación con contextos sociales y políticos integrales, dando lugar a la transformación de discursos a través de las lógicas políticas de equivalencia y diferencia. Nuestros hallazgos indican que los discursos de modernización en el sistema de evaluación educativa de Pernambuco representan una cooperación y articulación exitosa entre organizaciones internacionales y asociaciones público-privadas.]]></p></abstract>
