Trata-se de um instrumento de planejamento estrat&#233;gico, elaborado pelos estados e munic&#237;pios para recebimento de assist&#234;ncia t&#233;cnica e financeira do Minist&#233;rio da Educa&#231;&#227;o (MEC), estruturado em quatro dimens&#245;es. Este artigo apresenta resultados de pesquisa e tem como objetivo analisar as a&#231;&#245;es definidas ou redefinidas no segundo ciclo do PAR (2011-2014), no &#226;mbito da dimens&#227;o Gest&#227;o Educacional, em tr&#234;s munic&#237;pios do Estado de Mato Grosso do Sul, por meio do exame de fontes documentais. Considera-se que o MEC induziu os entes federados a assumirem responsabilidades na gest&#227;o da educa&#231;&#227;o, possibilitando a incorpora&#231;&#227;o de pol&#237;ticas de gest&#227;o democr&#225;tica para a educa&#231;&#227;o b&#225;sica.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The Articulated Action Plan (PAR) introduced in the second term of government Luiz In&#225;cio Lula da Silva (2007-2010), under the Education Development Plan (PDE) had drawn mainattention on Brazilian educational policy. It is a strategic planning tool, shared in four extents and developed by the states and municipalities in order to receive technical and financial assistance from the Ministry of Education (MEC). This article presents research results and aims at analysing the actions defined or redefined in the second PAR cycle (2011-2014), under the Educational Management dimension in three municipalities in the state of Mato Grosso do Sul, through the examination of documentary sources. It is considered that MEC has led federal entities to take responsibilities on management education, enabling the incorporation of democratic management policies for basic education.]]></p></abstract>
