A metodologia é qualitativa e de análise documental. Observou-se a necessidade de avançar a perspectiva de gestão democrática, no aspecto da legislação municipal em relação à conexão entre o texto expresso com os atores escolares para a formulação de políticas educacionais municipais.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This paper discusses democratic management in the context of municipal associations in the three states of the Southern Region of Brazil, aiming to analyze how the normative bodies explain their limits and their possibilities for democratic school management, within the scope of Municipal Education Plans. The methodology is qualitative and documental analysis. It was observed the need to advance the perspective of democratic management, in the aspect of municipal legislation in relation to the connection between the text expressed with the school actors for the formulation of municipal educational policies.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen Este artículo discute la gestión democrática en el contexto de las asociaciones municipales en los tres estados de la Región Sur de Brasil, con el objetivo de analizar cómo los cuerpos normativos explican sus límites y sus posibilidades para la gestión escolar democrática, en el ámbito de los Planes Municipales de Educación. La metodología es de análisis cualitativo y documental. Se observó la necesidad de avanzar en la perspectiva de la gestión democrática, en el aspecto de legislación municipal con relación a la vinculación del texto expresado con los actores escolares para la formulación de políticas educativas municipales.]]></p></abstract>
