The article discusses the difficulties in dealing with families in the contemporary world. Its central argument is that families return the image that is constructed of them based on social issues. The basic proposal of the article is that of recognizing that the family is defined in the dialectic relation between social discourse and the manner in which this translates in an individual and singular manner. In this manner, a family can be thought of as a universe of needs and rights. The objective of the article is to raise issues that guide the reflection on how these dimensions - needs and rights - can be socially guaranteed; specially regarding actions and policies geared to families and youth of the popular classes.
