This article aimed to analyze the process of creating the position of educational support pedagogical teacher in the municipal education system of Dourados, in order to present its political plot, as well as the actors and interpretations that competed for the stage in this microcontext of Mato Grosso do Sul. The analysis was guided by the policy cycle approach and used municipal documents and open-access videos as material. It was demonstrated that the holding of a competition for support teacher was imposed by the State Public Prosecutor's Office and, during the process to create the position, there was no broad debate with the community. The workload and duties defined in the new municipal law give rise to precarious working conditions and mischaracterization of the teaching function of these professionals. Finally, it was found that temporary hiring of support teachers was perpetuated, despite the competition held.
