This article problematizes elements of access and retention with social quality in High School in Brazil for young people aged 15 to 17. The dialectical method is adopted with an emphasis on the methodological category contradiction and on the content categories, denial of access to school and delay in access to High School. The following educational indicators are mainly addressed: Enrollment in High School; School attendance rate; Population aged 16 without complete Elementary School; Net enrollment rate; and Population aged 19 without High School. Data on educational indicators cover the period 2013-2023. The analyzes reveal an education policy that plays the National Education Plan (2014-2024) down and, consequently, the urgency of having all young people aged 15 to 17 in the last stage of Basic Education. The universalization of High School with social quality cannot be delayed any longer.
