Analysis of publishers participating in the National Textbook Program 2004-2019

The article aims to understand the movements of the publishers producing textbooks participating in the PNLD, identifying how their participation strategically configures the textbook market in Brazil. It is characterized as qualitative research of the critical-documentary analysis type. It used as a source the official documents that make up the legislation of textbook programs in Brazil between 2004 and 2019. The results indicate that ten publishers were included in all public notices and received 82% of the amount invested. The interest of educational groups in the textbook publishing market signals a process of privatization of public education, with training, supervision and evaluation influenced by the financial market.
