The Brazil’s Federal Constitution of 1988 defines the democratic management of public education as a basic principle of national education. It also establishes the normative responsibilities for basic school education that belongs to each federated entity. In this context, this article analyzes the performance of the Espírito Santo State Council of Education for the implementation of democratic management in basic education from the National and State Education Plans. It takes the reflections of Freire (2000), Santos (2003), Gadotti (2014)and Lima (2014)as a theoretical foundation to discuss information obtained from documentary research. It is concluded that the State Council of education foresees democratic management in its normative acts, but with adherence to conceptions that do not address the issue of centralization of decision-making power related to education management.
