Abstract
GARCIA, Aline Loretto and MELO, Adriana Almeida Sales de. Dynamics of government investment in the National Textbook Program: an analysis of the period 2019-2022. Fineduca [online]. 2024, vol.14, 140374. Epub May 12, 2025. ISSN 2236-5907. https://doi.org/10.22491/2236-5907140374.
This study conducts an analysis of the financing of the National Textbook Program (PNLD, in Portuguese) from 2019 to 2022, with the aim of identifying potential discontinuities in the process of financing and acquiring textbooks. To achieve this goal, the article is divided into three parts: first, we address the historical background of the program; next, we examine public expenditures during the period with the PNLD, including the number of books acquired and the amounts paid for them; finally, we perform a comparative analysis of the expenditures during this period in relation to the previous four years. We conclude that, throughout the period under review, the government issued calls for the purchase of textbooks, maintaining an average of 145 million books acquired, with expenditures exceeding 1 billion reais. Our hypothesis is that the institutionalization of the program ensured the continuity of its financing, despite the adversities faced in the educational landscape.
