With a historical dialectical materialist perspective and based on theoreticaldocumental research, the Brazilian Municipality is thematized as a federative unit, with the objective of problematizing structural and conjunctural tensions, in the historical context, that have repercussions on the political-institutional conditions, to the performance of municipalities in the field of education. The organization, maintenance and development of early childhood education and fundamental education, on a regular basis and in modalities; the training of education professionals, linked to a policy of evaluating teaching; educational planning; democratic management; the financing of education, among other competences, are part of the work of the Municipalities. It is important to think about the vicissitudes and possibilities of the Municipality as a federative unit, demanding an organic movement, to build capacities to make decisions, make projections and carry them out, guiding the life of the population. The interpretation of the reality of the Municipality as a federated entity, especially in the field of education, is complex, requiring confrontations and propositions. This is an investigative challenge that imposes itself and becomes fruitful. Considering its role in guaranteeing the right to education, despite disagreements, especially regarding the position of the Municipality in the federative framework, the decentralization of education, in short, regarding the dimensions of local power, it becomes essential to recognize the importance of History of Municipalities in the country, to understand trends in municipal education.
