This article presents the results of a research study that analyzed papers published in the digital proceedings of scientific events organized by the National Association of Education Policy and Administration (ANPAE) and Working Group 5 of the National Association of Graduate Studies and Research in Education (ANPED). The investigation aimed to identify papers dedicated to municipalities in the Southeast Region of Brazil that addressed topics related to Municipal Education, specifically the Municipal Education System, which focus on the right to education. The way this relationship is established in the text is analyzed here. Three selection rounds were conducted, including one through mechanized search and two through scanning reading, using all publicly available digital proceedings from 2010 to 2022. The analysis also involved identifying research groups that carry out studies on the aforementioned content and comparing their presence nationwide to that in the region under consideration. Multiple texts were identified that mention the descriptor terms, whose emphasis tends to revolve around municipal educational systems, with a low occurrence of works that specifically reflect on this topic and understand it as essential for the consolidation of democratic management and the guarantee of rights. It is concluded that the theme is rarely present - and even is disregarded - in the analyzed production.
Keywords : Municipal education; Education system; Education management.
