In this article, we aim to analyze the professionalization proposals present in Law nº 5,692/71 and the conception of the training itinerary present in the secondary education reform, Law nº 13,415/17. From historical and dialectical materialism it supposes a methodology that starts from the material conditions of social reality, in which the social being produces and reproduces its objective and subjective conditions of existence. In the meantime, to achieve the proposed objective, we start from the postulate that education ultimately expresses the way in which society organizes itself for the production of existence. Under the appearance of being new, the current secondary education reform preserves the essence liberal precepts and, in these terms, education is presented as essential for economic and social development, concealing the material conditions of students' existence and teachers' work, repeating the old discourses, so often used in our history, as occurred with the 1971 reform. Finally, despite the differences between the periods analyzed, the strategies for reproducing capital and preserving the privileges of the bourgeoisie in the conduct of educational policies are ultimately evident. Contrary, therefore, to the postulates of an emancipatory education.
