This article presents the reflection’s research, ongoing, about the expansion process of the primary school in the state of Rio de Janeiro during the period called the First Republic. 'rough the theoretical-methodologic contribution of Political History, the analysis of the Messages presented by the Presidency to the Legislature and the educational laws were the priority. It is defended in this study the hypothesis that the school conception and the meaning of its development towards the countryside were in the center of the political disputes in the regional range.
