INSTRUCTIONS TO AUTHORS

 

Ethical principles and procedures to avoid bad practices in scientific production

1) Authors' Responsibility

  • Authors are responsible for the content of their articles, as well as for the copyright of images, videos and any textual or complementary elements to their article.
  • The authors agree to work for free in the peer review process for this journal in the future.
  • In the final version of the manuscript, in a footnote, authors must indicate the collaboration practiced by each author in preparing the article: at all stages, in the collection and systematization of data and information or in the production of the text.
  • Authors are obliged to offer the journal retractions or corrections of any errors when requested.
  • Authors must ensure that their text is an original work and must not submit, in parallel, the same text to another journal.
  • If the article was written based on research that presents real risks for participants, it is mandatory to present an opinion from the Ethics Committee of the researcher's institution.

2) The Evaluation Process

  • The entire content of the journal is submitted to peer review using the double-blind peer review method.
  • Peer review is the process of obtaining feedbacks on individual manuscripts from expert reviewers in the field. This process is clearly described on our website.
  • Feedbacks must be as objective as possible and sufficiently based to allow the improvement of the research and the evaluated text. Preference is given to producing opinions in text form, but, when necessary to include relevant comments in the form of a review of the text under analysis, these must necessarily be made in anonymous mode.
  • Evaluators must use the anonymous feature when making suggestions in the text of the article, using Word's change control feature so that their identity is not known to the author.
  • Evaluators should have no conflicts of interest and state this in writing in the journal's system when conducting an evaluation.
  • Evaluators should always draw attention to texts or excerpts that have already been published and that have not been properly cited.
  • All evaluated articles are treated confidentially.
  • The journal understands that any form of plagiarism is not acceptable and uses anti-plagiarism review tools, reserving the right to deny the continued evaluation of articles that present more than 30% similarity with texts already published, with the exception of the reference to documents.
  • The final decision on whether or not to publish a text rests with the Editorial Team.
  • The only evaluation criteria are the academic merit of the text and the improvement of the quality of knowledge, with no discrimination against authors, for any reasons.
  • Editors are not allowed to use information contained in the articles under evaluation without the explicit consent of the authors.
  • Editors are available to answer any ethical questions linked to a submission.

3) Ethics in Publication

  • Editors make considerable efforts to avoid and prevent the publication of articles in which research misconduct has occurred.
  • In no case, do we encourage misconduct or allow it to happen.
  • Any allegation of improper research conduct is immediately investigated and may lead to retraction in the case of an article already published.
  • This scientific journal publishes errata to correct articles when necessary.
  • This scientific journal is always willing to publish corrections, clarifications, right of reply, retractions and excuses when necessary.

4) Copyright and Universal Access

  • The licenses used by the journal are described on this website: https://creativecommons.org/licenses/by/4.0/
  • All articles in full content are free of charge and are available in their entirety to any reader without the need for registration or password.

5) Other Principles

  • Information about the scientific journal’s ownership, copyright and / or management are clearly indicated in the “About” menu on this scientific journal’s website.
  • This journal adopts the continuous publication modality, having an annual volume in which the articles approved according to the editorial flow are added.
  • This journal does not charge any type of submission, evaluation or publication fee, but may require a translation of the article to be sent by the author himself.
  • Except in defined situations and at the invitation of the Editorial Board, authors or co-authors cannot have more than one article, simultaneously, in the evaluation process.

 

Conflict of interests

Conflicts of interest can arise when authors, reviewers or editors have interests that, whether apparent or not, can influence the preparation or evaluation of manuscripts. The conflict of interest can be of a personal, commercial, political, academic or financial nature.

When authors submit a manuscript, they are responsible for acknowledging and disclosing financial or other conflicts that may have influenced their work. Authors must acknowledge in the manuscript all financial support obtained to carry out the work and other financial or personal connections in relation to the research.

The reviewer must disclose to the editors any conflicts of interest that may influence their opinion on the manuscript, and, when applicable, must decline the review. If the author is not sure what may constitute a potential conflict of interest, they should contact the Journal's editorial secretary.

 

Guidelines for submission of thematic sections

Fineduca Journal accepts proposals for Thematic Sections based on the following guidelines:

  • The proposal’s theme must align with the journal’s mission.
  • Proponents must submit a proposal to the Editorial Team via email (fineduca.2020@gmail.com), including a rationale and a list of at least six articles to be published, with their titles, abstracts, and authorship.
  • Each Thematic Section will publish between 6 and 10 articles, with at least two authored by researchers affiliated with foreign institutions. Articles by foreign authors may be co-authored with Brazilian researchers.
  • Authors of articles for the Thematic Section must adhere to the journal’s submission criteria, available at: https://seer.ufrgs.br/index.php/fineduca/about/submissions.
  • At the organizers’ discretion, the journal may issue an open call for articles to be published in the respective Thematic Section, subject to approval by the Editorial Committee.
  • At the discretion of the Journal’s Editorial Board, public calls may be announced for submitting Thematic Section Proposals to be reviewed and selected by the Committee.

 

Author guidelines

Fineduca – Journal of Education Finance aims to disseminate studies, results of unpublished research and promote the exchange and debate of ideas, contributing to the improvement of analytical tools and theoretical and methodological concepts in its scope: education financing.

Articles to be submitted to this journal must meet the following requirements:

  1. Unpublished articles, in Portuguese, English or Spanish.
  2. The length of each article must be a maximum of 50,000 characters (with spaces), including bibliographic references, illustrations, graphics, maps, tables, summary and abstract.
  3. Abstracts, in Portuguese, English and Spanish, of a maximum of 1,000 characters (with spaces).
  4. Up to five keywords in Portuguese, English and Spanish, separated by periods and with capital letters.
  5. Text in Word for Windows complying with the following recommendations: Times New Roman font, size 12, 1.5 space, A4 paper, 2.5 cm page margins. Do not use space between paragraphs and pagination.
  6. Data at the top of the page including: Title of the work in Portuguese, English and Spanish) - in case of research funding, the funding institution must be mentioned in a footnote.
  7. Footnotes should be used for absolutely necessary clarifications. The authors mentioned in the article must be cited in parentheses in the body of the text, with the year of publication of the work and, when applicable, with the page(s) cited. Ex.: (Calkins, 1950, p. 161).
  8. The individual collaboration of co-authors must be detailed in a footnote, preserving anonymity by indicating authorship using Hindu-Arabic numerals.
  9. Bibliographic references and citations must follow ABNT current standards in 2024.
  10. Reviews of works about education financing or a related topic may have between six and 10 thousand characters with space and the title will be the complete bibliographic reference of the work reviewed. The publication subject to the review must have been published in Portuguese for a maximum of two years. Ex.: Farenzena, N. Basic Education Financing policy: directions of Brazilian legislation. Porto Alegre: Publisher UFRGS, 2006. Keywords and abstract are not necessary.
  11. Translations must be accompanied by authorization from the author and the original text.
  12. Articles must be sent exclusively via the website http://seer.ufrgs.br/fineduca
  13. Author data must NOT be entered in the text file of the submitted article, in order to enable blind evaluation of the work. Such data must be exclusively informed on the article submission page. Replace any authorship information in the text with XXXXX.
  14. The texts received will be forwarded to 2 (two) reviewers. If divergent opinions occur, they will be sent to a third reviewer. Authors will always receive final feedbacks from the Editorial Committee.
  15. The editors reserve the right not to publish an article if the author refuses to carry out the reformulations suggested by the reviewers within the requested period and also safeguards the right to make formal changes to the final text presented.
  16. Fineduca reserves the right, if convenient, not to publish work(s) by the same author(s) at intervals shorter than one year.
  17. Acceptance of originals for publication implies the transfer of copyright to the journal. Fineduca is guaranteed the right to disseminate information and editorial rights, in accordance with the Law.
  18. To publish the article, at least one of the authors must be a member of Fineduca and have paid the annual fee in the year of publication (valid for articles published from the second half of 2022 onwards) or to provide collaboration regarding the costs of publishing the article.
  19. Only texts that comply with these instructions for submitting works will be evaluated.

 

Articles

Fineduca receives unpublished articles, in Portuguese, English or Spanish, according to the Guidelines for authors.

Authors who publish in this journal agree to the following terms:

  • Authors maintain copyright and grant the journal the right of first publication, with the work simultaneously licensed under the Creative Commons Attribution License, which allows sharing of the work with recognition of authorship and initial publication in this journal.
  • Authors are authorized to enter into additional contracts separately, for non-exclusive distribution of the version of the work published in this journal (e.g., publishing in an institutional repository or as a book chapter), with acknowledgment of authorship and as long as initial publication in this journal is mentioned.
