INSTRUCTIONS TO AUTHORS

 

Scope and politics

RBPAE accepts unpublished works by national and foreign authors, in Portuguese, English or Spanish. The editorial staff encourages and thanks in advance for sending articles, collaborations and material to any of its sections. The originals must deal with themes pertinent to the policies and administration of education in general, be it about public and institutional education policies, education planning, management of educational systems, institutions and processes, and evaluation of educational policies or educational institutions. The works must be sent to the editorial board of RBPAE and will be received with the understanding that ANPAE will have the right to publish them exclusively. Within the scope and editorial standards of the journal, they will be referred to editorial consultants for double-blind evaluation. These will express to the editorial board their appreciation of the quality and relevance of the publication, recommendations or requests to update or modify the articles. The editorial consultants will not be aware of the names of the authors of the texts submitted to their evaluation, nor will the names of the reviewers be informed to the authors (double blind review). To be published, the originals may undergo editorial changes. The final opinion regarding the publication will be issued by the publishers of RBPAE. The published texts express opinions, results and assumptions of exclusive responsibility of their authors.

 

Peer-review: evaluation of articles, documents and reviews

  1. For analysis of articles and reviews sent for publication, RBPAE adopts the blind anonymous evaluation system (blind review), submitting the works to at least two external reviewers. 
  2. Documents submitted for publication are analyzed by RBPAE´s editors, without external evaluation. 
  3. The Editorial Board will try to preserve the credibility and exemption of the authors of the reviews, aiming to inhibit family and professional interferences in the text evaluation process.
  4. Texts of articles, documents and reviews that do not comply with ABNT (BRAZIL) standards and the technical criteria and formatting standards adopted by RBPAE will not be accepted for submission. 
  5. Articles and reviews with plagiarism and self-plagiarism will not be accepted. 
  6. The deadline for replying to the first or only author of an article, document or review is up to 90 days from the date of its receipt in the Editoria. 
  7. There is no possibility of appeal when the manuscript is refused or disapproved for publication. 
  8. Omitted cases will be considered by the magazine's Ethics Committee, composed of former editors.

 

Form and preparation of manuscripts

Formatting guidelines for articles and documents

  1. Text editor: Word for Windows 1997 or later, page size A4, with top margin and left margin of 3.0 cm, bottom margin, and right margin of 2.0 cm. Times New Roman font, size 12 and 1.5 spacing.
  2. The length of the work including titles, abstract, keywords, charts, tables, graphs, illustrations, notes, and bibliographic references should not exceed the limit of 48,000 characters, including spaces between words. The title of the work must be at the beginning of the first page, justified by the center and without identifying the author(s), followed by titles in English and Spanish.
  3. The text must be preceded by an abstract in Portuguese of a maximum of 600 characters, including spaces between words, with translation into English and Spanish (resumen), in which the objective, method, and results of the work are listed. Use three to five keywords (keywords, palabras clave) for international dissemination.
  4. Subtitles must be all capitalized.
  5. Tables, charts, graphs, illustrations, and other inserts must be followed by the respective titles and legends and must be inserted in the body of the text.
  6. In-text citations must be presented in parentheses in the body of the text, including the surname of the author of the cited source, the date of publication and, if applicable, the page(s) cited(s), in ABNT style. Titles should be in bold.
  7. The complete bibliographic references of the author(s) cited must be presented in alphabetical order, at the end of the text, according to the ABNT style.
  8. Footnotes should be exclusively informative and explanatory, brief and used sparingly. All notes should be numbered and placed at the bottom of the page, using the automatic command of the text editor.
  9. In a separate file, submitted as a supplementary document, the following must be sent: title of the work in Portuguese, English, and Spanish, full name(s) of the author(s), followed by a brief curriculum vitae mentioning academic qualifications, current professional and/or academic occupation, institutional link, address, e-mail, telephone, and fax. In the case of several authors, the order of precedence should be informed.

Review formatting guidelines

  1. Text editor: Word for Windows 1997 or later, page size A4, with top margin and left margin of 3.0 cm, bottom margin, and right margin of 2.0 cm. Times New Roman font, size 12 and 1.5 spacing.
  2. The length of the review - including titles, tables, charts, graphs, illustrations, notes, and bibliographic references should not exceed 10,000 characters, including spaces between words. The title, name(s) of the author(s), and editorial data of the commented work (location, publisher, year of publication, total pages, and ISBN) should be included at the beginning of the first page of the review, without identification of the author(s) of the review.
  3. In-text citations must be presented in parentheses in the body of the text, including the surname of the author of the cited source, the date of publication and, if applicable, the page(s) cited(s), in ABNT style.
  4. The complete bibliographic references of the author(s) cited must be presented in alphabetical order, at the end of the text, according to the ABNT style.
  5. Do not use footnotes in bibliographic reviews.
  6. Evaluation criteria

The evaluation of the papers submitted to RBPAE follows essential criteria for the judgment and the evaluation if they are under the journal's policies and content. The main criteria adopted are listed below:

  1. Adequacy of the theme to the scope of the magazine, actuality/originality, and contribution to the area.
  2. Abstract with objective, theoretical framework, methodological procedure, and the result(s).
  3. Clarity in the introduction of the article, presentation of the object, objectives, and structure of the article.
  4. Coherence in the text structure, considering the theoretical-methodological procedure and the announced objective.
  5. Theoretical consistency and conceptual and argumentative rigor.
  6. Scientific relevance to the educational area.
  7. Conclusions of what is presented in the objectives and the theoretical-methodological procedure.
  8. Quality of writing and adequacy of the text to the standards of the Brazilian Portuguese language.
  9. Indication of references following the Journal and the ABNT Rules.
  10. Citation of authors and works listed in the references.

 

Condissions for submission

As part of the submission process, authors must verify the submission's conformity with all items listed below. Submissions that do not comply with the rules will be returned to the authors.

  1. The contribution is original and unpublished, and is not being evaluated for publication by another journal; otherwise, it must be justified in "Comments to the Editor".
  2. The files for submission are in Microsoft Word format (.doc, Compatibility Mode).
  3. URLs for references were provided when necessary.
  4. The text has 1.5 space between lines; uses Times New Roman font in size 12; employs bold instead of underlining (except URL addresses); figures and tables are inserted in the text, not at the end of the document, as attachments.
  5. The text follows the style standards and bibliographic requirements described in the Guidelines for Authors, in the section About the Journal.
  6. The authorship identification of the work was removed from the file and the Properties option in Word, thus guaranteeing the journal's secrecy criterion, according to the instructions available in Ensuring Blind Peer Review.
  7. For each article, at least one of the authors is required to have a doctorate. All authors must be registered with ORCID.
  8. The gap of one year between the publication of texts written by the same author and the beginning of a new submission process will be observed.
  9. We clarify that the reviewers of the submitted articles, following the journal's ethics statement, must preserve confidentiality and declare a conflict of interest, withdrawing from the evaluation, if they perceive that it exists or if they identify the authors.
  10. The journal accepts for publication works by national and foreign authors, in Portuguese, English, or Spanish.

Registration in the system and subsequent access, through login and password, are mandatory for the submission of works, as well as to monitor the ongoing editorial process.

Declaration of authorship

The Brazilian Journal Policy and Administration of Education of the Brazilian Association Policy and Administration of Education uses the Creative Commons - Attribution-Non-Commercial 4.0 International license as a basis for transferring rights, for open access journals (Open Archives Initiative - OAI). Open access means free availability on the Internet so that users can read, download, copy, distribute, print, search or reference the full text of the documents, process them for indexing, use them as input data for software programs, or use them for any other legal purpose, without financial, legal or technical barriers.

Authors who publish in this journal agree with the following terms:

  1. Authors retain the copyright and grant the journal the right to first publication, with the work simultaneously licensed under the Creative Commons Attribution License that allows the sharing of the article with acknowledgment of authorship and initial publication in this Journal.
  2. Authors are authorized to assume additional contracts separately, for the non-exclusive distribution of the version of the work published in this journal (eg, publishing in an institutional repository or as a book chapter), with acknowledgment of authorship and initial publication in this journal.
  3. Authors are allowed and encouraged to publish and distribute their work online (eg, in institutional repositories or on their personal page) at any point before or during the editorial process, as this can generate productive changes, as well as increase impact and citation of published work.
