Abstract

OLIVEIRA, Dalila Andrade  and  PAOLIELLO, Maria do Carmo. Some reflections on the notion of public in the Brazilian educational policy. Educ. Rev. [online]. 2005, n.42, pp.155-169. ISSN 0102-4698.

Since the late 19th Century, the public school has been object of intense debate. However, what is that public school? Since is has taken several forms from its very inception, is it possible to define it in a universalizing way? It is enough to be supported by state offices for it to be considered as public one? Based on the most recent Brazilian educational reality, this essay presents a brief discussion on how different times and places produced distinct concepts of public because of the relation that the civil society establishes with the State. The thesis forwarded is that one can abstract the concept of public from the form that human beings organize themselves as a society at a given moment and the mechanisms that they create to institutionalize this social form. Different conceptions and political practices can coexist in a same reality.
