This article presents research data and aims to analyze the conception of educational quality induced by the large-scale evaluation system adopted in the state of São Paulo. Regarding the methodological procedures, it is inserted in the Qualitative Approach (ANDRÉ, 2005) through the Bibliographical Research on evaluation and educational quality, Documentary Survey and Content Analysis. It was evident that the neoliberal ideology that permeates the São Paulo educational policy, since the 1990s, induces educational quality to a reductionist conception, based on the quantification of results. The research also made possible the reflection on the Participatory Institutional Assessment and Negotiated Quality concept as a way to achieve Social Quality of Education.
