There are two basic questions that need to be considered in the construction of Brazilian citizenship: one of them concerns democratization of education; the second one deals with democratic e education. The first one emphasizes the importance of basic schooling in building a mass education and the need for admittance guarantee of all into the schools as well as way of preventing dropouts in this degree of education. The later focus on basic education as a way of democratic habit, where the aspects of administration and quality education are outstanding.
