This work analyzes the importance of concepts like Efficiency, Efficacy, Social Effectiveness and Employability, used by the Secretariat for Professional Formation  and Development (SEFOR) of the Ministry for Work (MTb), which orientates the evaluation process in State Programs for Professional Qualification (PEQ's). Besides these concepts, Relevance and Durability are also proposed as they foom past of the Theorical Model used to orientate the evaluation process of the State Programs for Professional Qualification (PEQ's).
