While dissolving the States sovereignty, the phenomenon of globalization has been changing the citizenship conscience, in which the human rights had always been tied to. Those, while strengthened in the contemporary speech, are met distortioned in the practical way, it's directed only to the civil and politic rights. The economic and social rights, sent to the market forces, are not considered as inept to the competitivity. The human rights speech will only be effective, if it finds out in the irreversible globalization process alternatives that are able to protect all the fundamental rights. One of the possibilities could be the massive utilization of the civil and political rights as juridical instruments in defense of the economic and social transgressed rights. In the lack of a new kind of citizenship, the international human rights speech, now formal/y universalized, seems to be the only unifying element with enough legitimacy to promote the social compensations and the controls that are needed to the globalization in course.
