Abstract

To answer the title question, the present article comprises two interrelated questions: What educational politics are more honest and efficient to the poorer students, politics that extend the education without assuring quality or politics that give more importance to quality? And, in the specific case of the students that reach secondary school, the more honest and efficient politics are the ones that unify the curriculum and demand more time to conclude a professional education, or on the other hand, politics that promote the diversifying and facilitate multiple exits at this education level? The article is divided in three ports. The first analyses the situation of the secondary school in Brazil. The second comprises the work market. It uses data from the SEADE Foundation and FIEMIG to illustrate, though a case study, the nature of these markets and its relationship with education. The third presents and discusses the proposals of secondary education changing based on the data presented on the first two ports and on the international experience. The conclusion is that the politics that hove been proposed by the federal government and implemented in different states doesn't present any solid basis, and they constitute on increasing factor of the inequity that characterize the public politics in Brazil, and special/y the educational politics.
