This paper focuses the first part of a study on the Access to Higher Education, made by the research area of Brazil Scientific and Educational Institutions, from the Studies and Documentation Program Education and Society, Federal University of Rio de Janeiro. The research seeks to discuss the history of access to higher education in Brazil, focusing on the institutionalization of the "vestibular" - The exam for University entrance - from 1911 to 1925. It examines the dilemmas, involved considering the legislative benchmarks of education policies, as well as material published by the press during that period. It considers initial concept of the access exam when it tried simply to distribute the existing university openings, and it signals a new concept, defended by educators, whereby access is linked to merit, bearing in mind equal opportunities concerns. The documentation consulted and bibliographical research considered discussions about the "vestibular's" validity as an instrument for analysis of prior education as well as, its content and level of complexity.
