Secondary education in Brazil, as in other developing countries, is in fast expansion, as o result of the increasing primary education output. This challenge requires a new profile for mass secondary school, as well as compatible funding. This research project conducted four case studies, focusing on public school level financing in three educational systems of the Federal District Greater Region. Results show that, except in one school, secondary education is still partially subsidized by primary education. Struggling against scarcity, all the principals play a strategic role, since they raise complimentary funds in significant amount in their communities. However, this financing alternative raises equity problems. In general, schools have low degree of autonomy, facing bureaucratic barriers and con- trolling small percentage of their budgets.
