Abstract

This work aimed to evaluate the impact of Student Financing-FIES (2010 to 2018) in Higher Education Institutions-IES of the Centro Nordeste Paulista-CNP, based on contractual relationships, race and color variables and institutional characteristics, due to great expansion of this level of education generated by the impact of public policies of federal financing. As a methodological proposal, indicators were built to assess the effectiveness of FIES, according to beneficiaries by HEI, color and course – Medicine, Licentiate and Law, enrolled with and without FIES; analyze the contractual relationship of student financing; and verifying whether FIES is a racial inclusion policy. It was noted that FIES is not a racial inclusion policy, leaving to the market the selection of students according to race and color, further aggravating the historical issues of social inequality
