Abstract

This article is based on the articulation between planning and management with the objective of analyzing the challenges for guaranteeing the right to education, based on the academic production from 1988 to 2022 available in the Catalog of Theses and Dissertations of the Coordination for the Improvement of Personnel of the Level Superior (Capes). This is a study that makes up broader research that intends to inventory the scientific production in Brazil in doctoral theses, master's dissertations and journal articles, constituting a State of the Art on the right to education in Brazil. For this article, 29 academic works were selected, 17 master's theses and 12 doctoral theses, grouped into 4 groups of challenges: administrative and pedagogical organization (12); financing (7); intersectionality (6) and relationship between federative entities (4). In conclusion, the importance of articulating planning and management in actions to implement the right to education is highlighted, despite difficulties of different orders that may compromise the materialization of this right.
