We start from the assumption that planning is characterized as an intensive activity in management and, therefore, essential for the proper continuity and predictability of government actions in the field of education. Thus, this article aims to analyze to what extent the Municipal Education Plans, in the state of Mato Grosso do Sul, have served as the north of educational management, taking as a sample two municipalities, Dourados and Ponta Porã. For investigative development, the methodological option is theoretical documentary in nature, qualitative in nature. The identified results reveal symmetries and gaps in terms of meeting the sample's municipal goals, as well as specific efforts regarding the demands of educational provision. We conclude that planning is an activity intrinsic to educational management, as it is through planning that objectives, goals, strategies and necessary actions are established to achieve the quality and effectiveness of the educational system.
