This article intends to make considerations about the problem of the initial teaching-learning of reading and writing in face of the new social demands, the profile of the subjects who are needed to meet the demands placed on daily life and the legal positions contained in the current National Literacy Policy (NLP), having as main objective the accomplishment of a preliminary study with theoretical and methodological bases to know the political literacy project standardized by the MEC, in April 2019, aiming to identify the present literacy concept and its main social and political implications. Its secondary goal is to ratify the research of various Brazilian and foreign authors, who have been focusing on literacy issues and the various aspects involved for decades and which have contributed to assist teachers in their teaching and literacy activities. We support ourselves to defend our arguments on the various voices intentionally silenced in the document, such as: Soares (2004a), Freire (2000; 2005), Ferreiro and Teberosky (1985), Mortatti (2019), Frade (2019), Monteiro (2019), among others. In the wake of this challenge, the realization of this article was developed through document and bibliographic research. The results indicated that far from preparing the subjects to respond to social and political appeals, the NLP presents a mistaken conception of literacy that at most, suits to prepare functional illiterates, shifting the focus from learning to "teaching", through the dictatorship of the single method (the phonic one), part of the synthetic method, belittling all the knowledge produced in Brazil until now.
