This paper presents an overview of the first level of education in the relatively least developed regions in Brazil. It compares data from the 1991 and 1995 educational censuses, as well as the scholastic achievement scores of the 1995 basic education evaluative survey. Variables selected reveal the dramatic regional inequalities in the country and the disadvantages of these regions in comparison with national results. Although the average size of the schools, measured by the number of pupils enrolled, has increased, a high proportion of tiny schools remain in the regions analyzed. Following migrations from rural to urban areas, enrollment increased fast in cities and towns. The teachers' level of schooling improved significantly, whereas repetition and drop out rates fell steadily. Results in general suggest the need of specific policies to fill the gap among the regions of the country.
