The decentralization of education must go through significant changes whose process starts from the clear understanding of what is to be changed, with what purpose, and for whom. Such clear understanding must emerge from the needs of the municipal community in which the school is inserted. Since these changes are broad and complex, involving municipality development as well as the development of the individuals and the groups they live with, a political-educational strategy must be established within each municipal educational system. This article analyses theoretical and practical aspects of a strategy which combines elements from a dialectic evaluation and a responsive evaluation, and which in practice has proven to be effective. Examples of changes which have already occurred are presented.
