This article aims to discuss the process of standardizing higher education evaluation and regulation policies in HEIs within the scope of the State Education Councils (CEE) in interface with the national higher education evaluation policy defined by SINAES. The research, with a qualitative approach of the multiple case study type, addresses, through document analysis, how the CEE translate and recontextualize the evaluation and regulation policy of higher education for the HEIs under their jurisdiction. Although they attend SINAES, the trajectory and composition of the CEE surveyed have distinct characteristics, revealing their actions in their evaluation and regulatory processes within the scope of state higher education.
