This article intends to ascertain the level of mastery of the Portuguese Language of students attending the 3rd, 4th and 5th grades of Elementary Education at shools linked to the São Paulo State schools network, confronting the expected performance set for this discipline in curricula parameters with the performance achieved in the evaluations carried out. Statistical procedures were used in order to compare results obtained from the three grades assessed, simultaneously allowing the test items to be ordered and the different groups of  students to be placed along the same measurement scale. Results suggest the need for rethinking teaching-learning conditions, so that all children meet the necessary levels for full competence not only in reading and writing but in all others areas as well, becoming the desired citizens for the country.
